Nagpur Today : Nagpur News

Nagpur News.

In an emotional yet shocking incident, a 19 year old girl from Bilaspur committed suicide in her hostel room at Shivaji Science College in Congress Nagar on the first day of her college in Nagpur. Devashree Dasgupta who took admission in BCA 1st year spent her first night at the hostel on Wednesday. Devashree’s body was found hanging from a ceiling fan with her pink dupatta. Dhantoli police informed that no suicide note was found on the spot and the actual reason behind her taking the drastic step was yet to be ascertained. Devashree was the native of Hemu Nagar in Bilaspur.

Devashree was taken to hostel by her mother yesterday only. Her mother stayed at the house of local guardian Roy on Wednesday while her father who works as Engineer in Railways at Bilaspur in Chhattisgarh was in his home town.

“She appeared happy and smiling when we left her at the hostel and there was no sign of depression over her face”, counters Devashree’s mother as she broke down into tears on hearing the tragic news about her daughter’s death.

Devashree was reportedly depressed over what she went through about two years back in Vishakhapatnam where she took admission in class 11th but returned in two months owing to often bullying by her hostel mates.

In Nagpur, she was allotted twin sharing room (no. 303) along with another girl Haripriya Badhai who hails from a village Dongri near Tumsar in Bhandara district. Haripriya told Nagpur Today that last night she was with Devashree and another girl Niyati Nimaje in some other room where they had discussion at stretch till 3 am.

“It was in the night that Devashree shared about her harsh days in Vishakhapatnam where she went to study in class 11th. She told us that she was often teased by other students at the hostel. They used to taunt her, ragged and locked her up in the bathroom. Due to the non-bearable horrifying experience there, she returned within two months and continued her studies in Bilaspur. She broke down while narrating this experience to us. Then another moment she was smiling. Her mood appeared to be swinging. Then she left for her room for sleeping.”

Haripriya said, “Next morning also she was with me. As she was not having any class, she came to see me at the class. She even did not eat properly and went to her room and locked it from inside. It appeared that she was too petrified with her Vishakhapatnam’s experience.”

Later in the afternoon Haripriya returned to room and knocked. But Devashree did not respond. Haripriya along with other girls kept knocking for about half an hour but to no avail. As they peeped inside, they found Devashree’s body hanging from ceiling fan. She had used her pink dupatta for committing suicide.

As the news spread the hostel warden immediately informed about the incident to Devashree’s local guardian Roy.

Hostel Supervisor Kalpana Supare and hostel incharge Punita Tiwari too were taken aback at the peculiarity of the incident in which the girl ended her life on the first day itself. Supare said, “We did not have a slight hint of what this girl was upto as she appeared quite happy when her mother came to drop her at the hostel.”

Devashree’s parents too were shocked and clueless about the incident. Her mother told that she had talked to Devashree in the morning itself and everything sounded fine even then. Even she was not under pressure regarding studies as she scored 76% in class 12th and scored good 9.2 points in 10th, she sobbed.

PoIice inspector Shende and PSI Chavan are investigating the case. Devashree’s body has been sent for postmortem. Dhantoli police was looking towards some other dimensions in the case.

The students had alleged molestation against VNIT professor

Nagpur News.

The controversy over molestation charges against a professor at Visveswaraya National Institute of Technology in Nagpur leveled by the institution’s girl student, followed by the disciplinary action against the same girl and his male friend seems to be partly over as the court comes up with its verdict.

Nagpur Bench of Bombay High Court has quashed and set-aside disciplinary action against both the boy and girl student of VNIT initiated by college authorities for their alleged objectionable behavior and indiscipline on campus. However, the professor was still out of any inquiry.

The court rejected the action against the students for non-adherence to principles of natural justice. A division bench comprising Justice Bhushan Dharmadhikari and Justice Sunil Shukre while partly allowing petition filed by these two aggrieved students, found that on the basis of inquiry report, the students were subjected to a harsh punishment even though the copy was not served and no opportunity to cross- examine the material witness was granted to them.

It may be recalled that both students were allegedly charged with indecent behaviour in full public view and after in-house disciplinary committee report their performance for the current Semester was cancelled by VNIT Director. The order also barred them from appearing for re -examination. The girl student in-turn had alleged that a lecturer had misbehaved with her and this had led to protests on campus.

Both the petitioners charged a lecturer with harassing them and falsely implicating them. They also lodged a grievance and an inquiry was conducted and some disciplinary action against the said Professor was also contemplated. The High Court found that the students were not informed about the possibility of any disciplinary action against them in the matter. Nor any notice was served upon them.

The management has initiated disciplinary action against the Professor involved, by appointing an independent inquiry officer. However, no such disciplinary action has been taken as yet, nor been heard about and straightway the impugned order has been passed. The High Court ordered VNIT to declare results of petitioner-students within seven days. However, the High Court permitted VNIT authorities to proceed further in the matter in accordance with law. Adv Renuka Sirpurkar appeared for the students while Adv Arun Patil represented VNIT.

Nagpur News: Three women lecturers from the Congress Nagar-based Shivaji Science College have knocked judiciary’s doors alleging sexual harassment and victimization at workplace by head of geology department KC Shah and principal Devendra Burghate.

A division bench of justices Anoop Mohta and ZA Haq issued notices to Nagpur University registrar, joint director of higher education in Nagpur, president of Shivaji Education Society, besides Burghate and Shah, asking them to file reply before July 10. The court also directed to maintain ‘status-quo’ on transfer orders of petitioners issued by the secretary of Shivaji Education Society.

Bhanudas Kulkarni and Tushar Mandlekar were the counsels for the petitioners. They informed the judges that assistant professor in Geology Jaya Kodate was repeatedly humiliated by Shah by his highly indecent and objectionable behaviour. After her numerous complaints to the principal, a special investigation panel was constituted, that found him guilty. Moreover, the college’s ‘Women’s Cell’, Local Management Committee (LMC) and Women’s Grievance Cell also indicted him while recommending departmental action. However, the college management transferred the complainant instead of punishing the HoD.

Other petitioners- Vandana Meshram and Kalpana Pawar- who acted as panel members that indicted Shah, were allegedly threatened by the principal, who also deprived them of their legitimate rights of being appointed as heads of their respective departments. Fed up with continuous harassment, all three lodged a complaint on June 18 and 24 with Dhantoli police station while seeking protection.

Kulkarni and Mandlekar contended the petitioners were subjected to ‘sexual and mental harassment’ in the college, and instead of taking action against Shah, the management arbitrarily transferred them on June 25 in utmost vindictive and revengeful manner, only to teach them a lesson. Even the transfer orders were informed through SMS as petitioners had dared to raise voice against illegal activities of principal and HoD.

Citing the Supreme Court’s directions in famous ‘Vishakha versus State of Rajasthan’ case, they argued that college management had failed to give safe, secured and protected work environment to women. The petitioners prayed for directives to NU administration to constitute ‘internal committees’ to deal with cases of sexual harassment of women at workplace and setting aside their transfer orders.

Nagpur Today : Nagpur News

Nagpur News: The Maharashtra government has sought views of principals and teachers on a proposal seeking ban on using camera mobile phones in colleges and university campuses across the state to prevent “cyber crimes”.

The joint director of higher education had sought views of college heads and teachers on this proposal in a letter sent in May.

The proposal also involves mandatory installation of jammers and decoders in campuses of educational institutions, Mumbai University sources said.

The joint director sent the letter following a presentation by NCP activist Ashok Lad from Aurangabad, to Minister for Higher and Technical Education Rajesh Tope, sources said.

At present, the proposal is only in the initial stage and no final decision has been taken, the sources said, adding that the proposal mooted by the department needs to be approved by academicians and heads of institutions.

Lad had written to Tope, expressing concern over “cyber crimes” committed through phone cameras, sources said.

Following the joint director’s letter, Mumbai University (MU) issued a circular to affiliated colleges on June 25 seeking their opinion, they said, adding that the University will submit its report based on their response.

The MU has received the letter from the department and issued a circular to all affiliated colleges seeking opinion on installing mobile phone jammers but has not set a deadline to gather the data.

Lad claimed that some students take pictures and participate in “vulgar activities” using cellphones in classrooms and on campus.

Inquiry panel for blocking three increments, keeping him off from warden’s post

Nagpur News.

The imbroglio that rocked the Nagpur’s prestigious Visvesvaraya National Institute of Technology (VNIT) seems to be surfacing its ugly face again. The inquiry committee which was formed to probe alleged molestation of a girl student by institute’s assistant professor Shriram Sonawane held the latter guilty of the act. The probe team has not only recommended for blocking Sonawane’s three consecutive increments but also suggest to keep him away from warden’s post, remaining on which he committed the shameless act. This has brought another round of embarrasment for the institute’s higher authorities who were trying to defend Sonawane and instead annulled the girl’s semester. However, the girl was later allowed to sit in the examination after the court’s intervention into the matter.

Sources however told Nagpur Today that the recommendation could only be brought to action after the Board of Governor (BoG) allows its implementation. BoG Chairman Prof SK Joshi would be taking the final call by the July end, sources informed, adding that before any final say he would be seeking individual opinion of all the members in the probe panel. It is interesting to note that only after the incident took place, the director’s post at VNIT which has been lying vacant for past years was filled. Narendra Chaudhari has been appointed as new director of VNIT.

The lecturer had allegedly molested a second semester girl from chemical engineering department in his official chamber on April 3. An FIR to this effect was lodged at Ambazari police station the same day, however police remarkably failed to initiate any action in this regard.

When Nagpur Today contacted Kothari in this regard, he refused to take the call and went on to say that he was not “Kothari” and it was wrong. This, despite the fact that he had talked to Nagpur Today through the same number on previous occasions.

Later when the students came out to protest against Sonawane, an independent inquiry committee was hurriedly formed under AG Kothari, a lecturer from electrical engineering department to look into the matter. During the course of probe, the judge, who led the team, interacted with a host of students and officials along with the key persons involved in the case.

Interestingly the panel had earlier recommended Sonawane’s suspension and asked for disciplinary action against the victims, the college punished latter by annulling their full semester for daring to speak against the lecturer.

The panel in its latest report has also recommended mild punishment to the students, but VNIT had annulled their semesters. “Since the Nagpur bench of Bombay high court had given respite to them, the BoG will later take decision on it. I can’t comment much on that,” he said, adding that final decision would be made by their newly appointed director Narendra Chaudhari.
